Emergency management staff told Adams County commissioners they had a quote from Federal Signal to replace a damaged outdoor warning siren and asked the board to approve the vendor quote so work could proceed quickly.
Barb and Megan, representing emergency management, said the quote for a replacement siren and post, including installation, was about $28,522 and that Federal Signal equipment is the county’s current standard. County counsel and emergency management staff said the site fence and related property work would be handled by the sheriff’s department, which controls the property at the planned location.
Commissioners moved and approved a recommendation to accept the Federal Signal quote and directed emergency management to seek the additional funding with county council in the next month. Commissioners and EMA staff also discussed countywide planning: EMA will continue surveying county coverage and will prepare a request for further funding and potential interlocal agreements so municipalities and townships could share construction and maintenance costs for additional sirens.
The board asked the county insurance officer to check whether existing coverage includes storm and wind damage to sirens; staff noted that existing county insurance may not cover wind damage and asked the auditor and county attorney to advise on insurance riders or options. The board also discussed interlocal agreements that would spell out maintenance responsibilities and cost-sharing if municipalities chose to participate.
Commissioners approved using the Federal Signal quote and asked emergency management to return next month with a funding recommendation and a plan to pursue contributions from municipalities and townships.
