The move was placed on the committee's consent agenda and approved without recorded opposition. Committee members discussed programming plans but did not block placing the ordinance on consent. The committee chair called for and received a motion to accept minutes from the previous meeting and then heard the ordinance reading before voting the item onto the consent agenda.
Committee members asked for clarification about programming and capacity. A councilmember asked whether Lock 3 will continue to have weekly large-scale concerts on Fridays; the Parks staff member said there will be weekly activity and a regular "tribute act Friday after Friday," and described a planned mix of classic rock, gospel, jazz, Americana and some larger national acts. The staff member said the Rubber City Jazz Festival will return to Lock 3 and that, based on survey feedback, country and blues have been added to the season's programming. The staff member said a press release with full programming is expected in April.
The ordinance authorizes the mayor to finalize the contract terms with Woodsy's Music Inc. and declares an emergency so the services can be secured for the upcoming season. No additional budget numbers or exact contract term lengths were specified in the committee discussion.
The committee moved the item to the consent agenda and approved it by voice vote; the chair announced, "The ayes have it."
