The board approved a contract for masonry rehabilitation of the historic Lewis County Courthouse, accepted an amendment to a Department of Ecology solid-waste assistance grant, awarded construction work at the fairgrounds’ 4-H barn, finalized the Providence Heights subdivision plat and confirmed several agency appointments. The items were moved and approved together and passed on unanimous 3-0 votes.
Why it matters: the actions allocate public grant funds, move a long-running redevelopment project toward construction, and place a building-code amendment on the calendar for public hearing. Several of the approvals rely on external grants that set deadlines and matching requirements.
County manager Ryan Barrett told the commissioners the masonry contract for the courthouse will be awarded to Masonry Restoration Consulting of Lake Stevens for $106,000, with funding coming from the Washington State Department of Commerce. "This contract will be awarded to Masonry Restoration Consulting out of Lake Stevens, Washington in the amount of $106,000," Barrett said.
Kirsten Weicker of Lewis County Environmental Services described an amendment to a Department of Ecology local solid-waste financial assistance grant (as referenced in the meeting). She said, "The allotted funds are $51,105.34 from Ecology with a 20% 25% match from Lewis County of $17,035.11, with a total allotment from both parties of $68,140.45." Weicker told commissioners the funds may be used for staff salaries and staff vehicles and must be used by June 2025 because of the grant term.
Mindy Brooks, director of community development, told the board the Providence Heights subdivision in Centralia’s urban growth area meets the conditions of its preliminary plat and is ready for final approval and recording. Brooks said county departments including public health, social services, public works and community development had confirmed the final plat met the required conditions. "Therefore, it's ready for final approval. It's here for you, at your desk, the rolled up final plat for signature, and then it will be recorded," she said.
Barrett also presented the fairgrounds project, saying Kiefer Construction LLC of Centralia was the lowest responsive bidder at $218,370.62 for structural and roofing improvements to the 4-H barn; the fairgrounds received a Department of Agriculture grant of $237,000 toward that work.
Rita Lester, clerk of the board, described an appointments item to the Lewis-Mason-Thurston Area Agency on Aging. Lester read names for appointment and reappointment; the board approved the slate as presented.
The board first moved to approve Resolution 25-100, which sets a notice of hearing to amend the Lewis County building code. Mindy Brooks said building official Doyle Sanford will present a summary of the proposed changes at the May 6 hearing.
All of the listed resolutions and minutes were approved by recorded voice votes with three "aye" votes and no noes or abstentions. The meeting later convened an executive session under RCW 42.30.110(1)(i); commissioners returned to open session and stated no decisions were made during the executive session.
