Planning staff presented the request for CHW Farm LLC and said the site fronts US‑13 near the Southwest Bypass and is consistent with the Southwest Bypass land‑use plan, which designates the area for mixed use (commercial, office and residential). Staff noted proximity to other commercial activities and the city of Greenville’s jurisdiction nearby. The county’s planning board recommended approval 9–0 at its March 19 meeting.
Only one member of the public, Kent Malpass, spoke at the hearing and identified himself as representing CHW Farm/Charles Wainwright. Malpass told commissioners the proposal met the land‑use plan’s criteria for mixed use and was available to answer questions. The board adopted staff findings and approved the request; the motion carried without a recorded roll‑call tally in the meeting transcript.
Planning staff said future nonresidential development on the site will require typical site‑plan approvals and utility access.
