The Verona Planning Commission on April 7 recommended that the Common Council approve an annexation, a zoning map amendment and a certified survey map tied to the SSM property, voting in favor of each motion by voice vote.
The commission voted to recommend annexation of the subject property to the City of Verona. Mr. Severson summarized the request as an annexation of the property and said the exhibit showed the municipal boundary, proposed CSM divisions into three lots and one outlot and that staff recommends approval “subject to the conditions found on page 11 of the staff report.” Alder Posey made the motion to recommend the council approve the annexation; Commissioner Touche seconded the motion and the commission approved it by voice vote.
On a second motion, Commissioner Powers moved that the commission recommend the Common Council approve a zoning map amendment to rezone approximately 20.6 acres to suburban commercial while maintaining the remaining acreage as rural agricultural, with conditions including that the approval become effective upon annexation and upon approval of a certified survey map providing necessary land dedications for roads and utilities. Commissioner Harrison seconded; the motion passed by voice vote.
The commission then considered a certified survey map (CSM) to create three lots and one outlot. Mr. Severson said the proposed CSM divides the property into three lots and one outlot and identified which areas were planned for development, a city-dedicated site for a water tower and an outlot intended for private stormwater. Commissioner Wood moved to recommend council approval of the CSM with conditions that the approval become effective upon annexation and upon execution of a development agreement; the motion was seconded and passed by voice vote.
During public comment earlier in the meeting, Keith Dickinson, who identified himself as an owner or co-owner of land immediately south of the SSM property, said he and his realtor had interest from potential purchasers but that zoning might not be appropriate for some uses. He also said he had concerns about potential impacts to Valley Road and requested follow-up communications from staff.
Staff and commissioners discussed traffic and access. Mr. Severson and city staff noted that access from State Highway 69 to Valley Road is controlled by the Wisconsin Department of Transportation (WisDOT) and that a traffic impact analysis (TIA) prepared for the development showed that, over time, WisDOT would likely require the access point be moved farther south once traffic thresholds were met. Staff said portions of Valley Road on the SSM side would be converted from a rural roadway to an urban roadway section with bicycle lanes and a terrace for future sidewalk installation; the south side of the road would be improved but would remain a rural-profile road with ditches rather than curb and gutter.
The motions carried by voice vote; the minutes and staff record show no roll-call tallies were read during the meeting. Staff recommended multiple conditions be met as noted in the staff report referenced by Mr. Severson.
What happens next: The Planning Commission’s recommendations will be forwarded to the Common Council for final action; several approvals were conditioned on annexation and completion of required survey or development agreements.
