The Kirksville City Council approved a series of land-use variances, accepted a completed subdivision street into the city’s fixed assets, authorized purchases of rock and sand products, and approved a two-month lease for an asphalt milling machine at its April meeting. One variance for a business’ parking-surface requirement was postponed to the council’s April 21 meeting for further consideration.
The most immediate actions involved two variances for commercial properties. The council approved, on first and second reading, Ordinance No. 2025-12, granting a signage variance for Casey’s at 503 South Franklin Street; the planning and zoning commission recommended the variance on March 12, 2025. The council then considered Ordinance No. 2025-13, a variance related to hard-surface parking and ADA considerations for Signature Overhead Doors at 320 West Burrington Avenue; council members raised concerns about entirely waiving ADA parking requirements and, after discussion, moved to postpone the item to the April 21 meeting so the applicant can propose modifications.
Public works items approved included Ordinance No. 2025-14, which accepts Augusta Avenue in the Villages Subdivision into the city’s fixed asset inventory after the developer completed street and utility work. The council also approved a resolution authorizing use of city funds to purchase rock and sand products from multiple vendors to secure lower prices at different quarries, and a resolution authorizing the city manager to execute a short-term lease with Roland Machinery for an asphalt milling machine to support the city’s 2025 street program. Public works staff said the rental period would be two months this year because city crews will focus on other large projects; staff is evaluating a possible lease-purchase option during next year’s budget process.
All motions described above passed when the mayor called for the ayes; no recorded roll-call tallies were read aloud at the time of those votes. The variance for Signature Overhead Doors was postponed by motion and second to the council’s April 21 meeting so the applicant can return with potential adjustments, including possible limited ADA-compliant parking surfacing.
