The department described the situation as an emergency and recommended using the county’s emergency procurement authority to secure construction work immediately rather than waiting for a formal competitive bidding cycle, which staff said could take about 10 weeks.
Public Works presented three price options it had solicited: a preferred vendor estimate near $35,000 and other quotes notably higher (one about $92,000 and another $120,000). Staff recommended obtaining final written quotes and moving forward under the emergency procurement provision if the board concurred.
Commissioners asked for the formal contract language and for staff to provide the actual vendor contract before a vote; one commissioner noted that because the lowest vendor quote was below the county manager’s signature threshold, the manager could approve the contract without full board action if the board deferred. No vote was recorded during the workshop; staff said they will return with contract documents and a recommendation for immediate execution if the manager’s delegated authority applies.
