Spalding County commissioners approve multiple routine measures, impose 90-day moratorium on village-node rezonings

The Spalding County Board of Commissioners voted unanimously on a package of routine and policy items at a regular meeting, approving several procurement and personnel actions and adopting a 90-day moratorium on applications to rezone property to village-node districts.

The board voted 5-0 to: amend the agenda to table two presentation items and add a Council on Aging presentation; cancel the April 24 zoning public hearing; declare April 13–19, 2025, National Public Safety Telecommunicators Week; surplus 46 rooftop light bars from the sheriff’s fleet; approve the FY2026 CSBG strategic plan and resolution allocating CSBG funds to senior nutrition; approve a sole-source Bliss contract and use TSPLOST impact-fee funds to replace the all-access play structure at Tyus Park; authorize staff to handle an emergency cross-drain repair at Vaughn School Road because the cost falls below the county manager’s threshold; designate TSPLOST tier-2 funds for paving Pine View Road; approve using 2025 GDOT Local Road Assistance (LRA) funds to augment that paving; create a records-retention administrator position to centralize county records; and adopt a 90-day moratorium on accepting applications to rezone property to village-node districts.

Why it matters: The bundle of votes moves several capital and operational items from planning to implementation and places a temporary pause on new village-node rezoning applications while staff and the board consider zoning policy changes. The paving approvals also commit county and state funding sources to a local connector road project that county staff said will be costly because of needed rock and full-depth paving.
