The council held a first reading on April 7 of an ordinance to rezone approximately 38.28 acres recently annexed to the city to RS-4 single-family detached residential to allow development of Highland Pointe North, a proposed 97-lot subdivision.
Staff explained that the annexed land had been assigned a temporary RS-4 zoning designation at annexation and that the ordinance would make the temporary designation permanent. Bob Harris, planning staff, said this step follows the March annexation and is a procedural conversion from temporary to permanent zoning; council members noted the item will return for a public hearing and final action.
Alderman Benning questioned why staff used a temporary designation rather than processing a permanent rezoning straightaway; staff said the temporary designation follows the state annexation process and committed to reviewing whether the two-step public-notice process could be streamlined.
Because this is a first reading, the council took no final vote. Staff said the item will include a public hearing and action at a future meeting.
