Committee discusses "grants limited" language and public-utility easements in charter

"Public utilities are like light, electricity, gas," a staff member said. The presenter clarified that the 20-year constraint under one section does not apply to easements granted to operate a public utility: "There's no limitation on easements... because it's an easement," the presenter said.
Committee members pressed whether the city could contract with a private company to supply water and whether that would change the charter's limits; staff answered that the city currently owns its water utility and the grant language is intended to avoid long-term private deals that could encumber the city for decades.
No charter edits were adopted at the meeting. Members marked Section 55 and the related easement provisions as reviewed and noted no anticipated changes; the committee will continue reviewing related sections in subsequent sessions.
