City staff and the police chief updated the Manvel City Council Jan. 6 on the police station construction schedule, FF&E procurements and budget status and the council approved phase-two FF&E contracts as part of the consent agenda.
The project is now largely enclosed and interior work is underway, the chief said; Flintco is the general contractor and the construction team reported the building “dried in,” which staff said keeps interior work on schedule. Staff estimated substantial completion in May, staff walk-throughs and phased move-in in June and final completion and turnover in July, barring unforeseen issues.
Council reviewed FF&E phases: an initial phase addressed critical infrastructure tied to construction; phase two covered furniture, dispatch consoles and other outfitting the city must order now because manufacturers reported long lead times. The city cited a 23-week lead time for certain dispatch consoles and said it had to proceed to avoid delayed occupancy of dispatch operations.
On budgets, staff said the original construction authorization was $21,000,000 (construction contract). Council discussed that the overall current project allowance — which incorporates construction, FF&E and adjustments funded by interest earnings and other reallocations — was cited during discussion at about $24,287,000 and a separate current-year line was cited at $19,917,000; staff said they do not expect the approvals discussed on Jan. 6 to exceed the overall project allowance.
The chief said the team identified some contingency items that remain possible and that those would be tallied as phase-three FF&E or contingency work as needed; one example raised during the meeting was the need for a redundant or backup server for the police network, which staff said they were still pricing.
Council asked about contract and change-order controls. Staff said any Flintco change order would return to council for approval and that the city has negotiated cost savings (roughly $700,000 reported on two vendor items) through procurement choices and vendor competition.
The consent agenda (which included the FF&E agreements) passed unanimously. Council directed staff to continue regular construction updates and to report any potential change orders or significant contingency needs before action.
