Consultant presents draft ‘Manvel 2045’ strategic plan; workshops and public engagement planned

Kenda Keast Collaborative architect and urban designer Jennifer Mack presented a draft strategic plan for Manvel on Jan. 13 that the city intends to use to guide a comprehensive plan and a major thoroughfare plan. The consultant described the strategic plan as the foundation for more detailed planning steps and invited public feedback at scheduled workshops and via online surveys.
Mack said the strategic plan “is kind of what I'm presenting to you tonight,” describing a process that began in February 2024 with public engagement, a Manvel Today existing-conditions report and a November 2024 draft. The plan, branded “Manvel 2045” in presentation materials, sets a long-range vision and guiding principles and will feed a later comprehensive plan that identifies near-term actions. The consultant said the city collected 676 survey responses and held nine focus-group sessions and other public forums.
Guiding principles in the draft include safety, connectivity, sustainability, fiscal prudence, opportunistic economic development, health and age-friendliness, and a welcoming community character. The draft vision described Manvel as “a distinctive, secure, and highly livable suburban community that combines the best of city and country living,” language Mack said is subject to refinement based on feedback.
Mack outlined a schedule for follow-up engagement: adoption of the strategic plan to city council on Jan. 21, three workshops with the planning commission (proposed Feb. 24, Mar. 20 and Apr. 28) to inform the comprehensive and thoroughfare plans, and additional public open houses before final adoption in the summer. She encouraged commissioners to review materials at https://cityofmanvel.com/520/futuresmanvel and to participate in the kiosk and online survey noted in staff materials.
Commissioners asked about workshop format and timing; staff said the commission will be a primary review body for the comprehensive-plan elements and that meeting agendas and workshop materials would be circulated in advance. The commission approved a motion directing staff to provide written statements to applicants describing conditions of conditional approvals and reasons for disapproval under the Texas Local Government Code (administrative process item voted separately at the meeting).
