Manvel staff reports pre-development interest, two certificate-of-occupancy issuances and three commercial approvals

At its Jan. 27 meeting, the Manvel Planning, Development and Zoning Commission received a monthly Development Services update outlining pre-development activity, recent certificates of occupancy and commercial construction approvals.

Staff said January’s pre-development work included two groups exploring large master-planned residential subdivisions; staff noted developers raised typical issues such as drainage, utilities and minimum lot sizes. Staff also reported four commercial interests had initial conversations, including two warehouse inquiries; one of those properties discussed was in the extraterritorial jurisdiction (ETJ), where the city does not have land-use control.

Staff reported issuing two certificates of occupancy in January: one for Firehouse Subs on Highway 6 and another for Behavioral Innovations on Bailey Road. On the construction side, staff said civil infrastructure construction plans were approved for two buildings in Manvel Town Center (behind the Whataburger/Chipotle strip), Rich's Car Wash on Highway 6 across from Starbucks (building plans under review), and the Shops at Bluewater (building plans under review).

Commissioners asked about a parcel at Scott Avenue and Cemetery Road where KB Homes held an initial due-diligence meeting; staff said the discussion had been limited to feasibility and requirements and that no detailed plans or follow-up had been submitted. Staff also noted the city council strategic-plan adoption and a pending budget amendment would be considered at future meetings. The update will be provided routinely at the commission’s second meeting of each month.
