Manville leaders endorse condensed strategic plan; consultants to move to comprehensive plan work

Manville councilmembers and staff reviewed a condensed draft strategic plan in a workshop presentation and instructed consultants to use it as a framework for a longer, more detailed comprehensive plan. The city will send draft comprehensive-plan and thoroughfare-plan materials to the Planning, Development and Zoning (PD&Z) Commission in coming months and expects to return to council with draft amendments in May.
The draft strategic plan reflects outreach the consultants said included social media and an online survey in January that drew 105 responses. Jennifer (surname not specified), a presenter for the consultants, reported the survey results: “67% said that they agreed with the vision statement” and 80% agreed that the community values reflected resident priorities. The consultants said 92% agreed with a guiding principle framed as “safe and healthy.”
Consultants said they shortened the plan document after feedback and clarified wording on several guiding principles. They proposed substituting the word “local” for a repeated use of “quality” in the vision and suggested small wording changes across eight guiding principles: safe, connected, sustainable, prudent, opportunistic, healthy, age-friendly and welcoming. The amended safety language shown to council read that “Manville will be a safe, protective, and disaster ready community with reduced-speed traffic on local streets, ample sidewalks and trails, engaged residents and business owners, responsive public services and neighborhoods, and infrastructure consciously designed to protect lives and property.”
Consultants described the strategic plan as the high-level framework the team will use to prepare the comprehensive plan, which will translate the broad principles into action items on transportation, parks, land use and other topics. They reported additional outreach after the holidays and said those edits (some shown in green on the consultant slides) will be incorporated unless council objects. City staff supported the edits and confirmed the consultants had coordinated the draft with the Economic Development Corporation’s strategic work.
Why it matters: The strategic plan establishes the city’s broad goals and is intended to guide more detailed policy and regulatory work in the comprehensive plan and the major thoroughfare plan. Council and staff framed the April–May timeline as the start of a multi-meeting process with PD&Z before council sees draft comprehensive-plan material.
Next steps and schedule: Consultants said PD&Z workshops would continue through late spring, with three PD&Z workshops noted for Feb. 24, March 20 and April 28. The consultants and staff said they expect to return to council in May with draft comprehensive-plan and thoroughfare-plan amendments.
