Commission OKs zoning change to allow chiropractic and pain-therapy clinic on Highway 6

On March 10 the Manvel Planning, Development and Zoning Commission voted 7-0 to forward a recommendation to city council to reclassify a roughly 1.954-acre retail center at 20703 Highway 6 (Morris Avenue) and approve a specific-use permit to allow a chiropractic clinic and outpatient pain-therapy center.
City staff said the applicant plans to convert an existing retail lease space formerly occupied by a church into a clinic with treatment rooms, an x-ray room, procedure room, rehabilitation area, staff break room and reception. Staff concluded the proposal aligns with the Highway 6 commercial corridor and does not anticipate significant traffic or utility impacts because the clinic will occupy existing retail space. “Staff reviewed them and found that the proposed ... Chiropractic, and Service supports the city's goal of expanding health care services along the Highway 6 commercial corridor,” staff said.
Staff recommended approval with three conditions: the facility may operate daily between 8 a.m. and 10 p.m.; all doors shall remain unlocked and accessible during normal business hours; and waiting-lobby areas must have unobstructed views from the outside (conditions appear in the specific-use permit ordinance language). Notices of the public hearing were sent to property owners within 200 feet and published; staff reported no opposition.
A commissioner moved to approve the ordinance and specific-use permit with the three staff conditions; the motion carried 7-0. The commission recorded no public opposition at the hearing and will forward the recommendation to city council.
