Everman Council approves interlocal agreements with Tarrant County ESD No. 1 for fire, dispatch services

Everman City Council on Jan. 28 approved two interlocal cooperation agreements with Tarrant County Emergency Services District No. 1 to provide fire protection and emergency medical services and to provide emergency dispatch services for identified unincorporated areas, both made effective retroactive to Oct. 1, 2024.

Staff told the council the agreements are the city’s annual contracts with the county district and that a small, routine increase in the district’s payments is included. "This is just the annual contract for our county contracted services for ESD number 1 for EMS and for fire," a city staff member said during the meeting, explaining a mailing delay had delayed presentation to council earlier.

The council approved Resolution No. 2025-01-05 (fire protection and EMS) and Resolution No. 2025-01-06 (emergency dispatch services) following motions on the floor. Councilmembers recorded their votes by place number; the roll call recorded Aye votes from Place 1, Place 2, Place 3, Place 4, Place 5 and the Mayor, and the mayor declared the motions carried.

The staff member said the county ESD typically sets a small incremental increase each year and that the city had not received the contract in time to present it at an earlier meeting. No additional changes, conditions or dollar amounts were specified in the meeting record.

The approvals authorize the city manager to execute the agreements and make the interlocal arrangements retroactive to Oct. 1, 2024. The agreements govern the provision of fire/EMS response and emergency dispatch for areas of Tarrant County not located inside a municipality.
