Everman Police Department’s racial-profiling audit finds compliance, consultant concludes

The Everman Police Department presented its 2024 racial-profiling audit to the City Council on Feb. 11, and staff told council the department’s consultant found no evidence of unlawful profiling and confirmed required policies and procedures are in place.
A Police Department representative said the department contracts with Dr. Alex Del Carmen of Del Carmen Consulting to perform the data audits and analysis required by Texas law. Staff summarized Dr. Del Carmen’s findings, telling the council that the consultant’s analysis "serves as evidence that the Everman Police Department has complied with the Texas racial-profiling law and all of its requirements." The speaker added that the department provides public information on how to file compliments or complaints, commissions quarterly data audits, and collects tier-2 data.
Staff said the full report was included in the council packet and will be made public on the city’s website and submitted to the Texas Commission on Law Enforcement as required by state law. The presenter offered to answer council questions; none were asked during the meeting.
No council action was taken on the report during the meeting; the item was informational and part of the city’s regular compliance and transparency work under state statute.
