Council approves multi-year tank maintenance contracts to address TCEQ repairs and extend tank life

City staff and USG described a program that includes an initial renovation to bring tanks to a "like-new" condition, periodic washouts and inspections, emergency-response services, and scheduled overcoats and interior repairs to avoid future full containments and the large capital expense of blasting to bare metal.
Sean Key, representing USG Water, briefed the council on the scope: initial interior and exterior work where required, targeted repairs to roof beams and ladders, periodic washouts every other year, annual inspections and disinfection when needed, and emergency response within 24 to 48 hours. Key described the approach as "a proactive mindset versus a reactive mindset" that reduces long-term cost by performing regular overcoats and catching small issues early.
Staff said TCEQ inspection items prompted the work and that addressing the items promptly was required. The contract structure spreads costs over time; staff said $100,000 is due in contract year one and that the renovation and payment schedule is spread over six years. Staff also said the first year's cost is budgeted in the current fiscal year and that the city's long-term maintenance-fee obligation would begin after the initial contracted renovation period (noted as beginning in year seven under the maintenance program).
Council voted to approve the resolution authorizing execution of the contracts. Staff said the Shelby Lane ground-storage tank interior work will require TCEQ permitting that can take 90 to 150 days before extended offline work can proceed; the high-school ground tank will receive a targeted interior coating to stop an identified leak while the city plans a longer-term tank replacement in coming years.
The motion passed on a recorded roll call with all council members voting in the affirmative.
