Town reports ARPA spending and sets aside nearly $2.8M for Old Mountain Field improvements

Finance staff presented the town’s year‑to‑date American Rescue Plan Act (ARPA) accounting on Feb. 10 and described how ARPA money and repurposed capital funds are currently allocated. Brian Sylvia told the council the town received $9,071,225 in ARPA funds and the council previously reallocated $1,814,524 in CIP funds into the Old Mountain Field project and related priorities.
The slide presentation showed the major allocations: roughly $4.3 million for health and safety projects; about $2.79 million combined (ARPA + repurposed CIP) for Old Mountain Field and related parks work; $1.3 million for planning and facade programs; and roughly $663,000 for HSOA grants. Staff described specific departmental expenditures and encumbrances: information technology used $180,428 in ARPA funds, facilities had $2.63 million in ARPA‑funded commitments (including the new EMS facility), and parks and recreation had the Old Mountain Field allocation (about $2.79M total project availability including the CIP transfer). Most ARPA allocations are either expended or encumbered; the town continues to hold CIP funds that were moved to Old Mountain Field pending selection of the contractor.
Council members asked for clearer, recurring reporting and for line‑item invoice detail. Several members suggested quarterly financial updates; staff agreed to provide a regular quarterly ARPA/CIP status going forward. The presentation also prompted questions about the timing and bidding for Noyes Farm and other open‑space projects; staff said they had received bids for the Noyes Farm open‑space work and will evaluate and return with recommendations shortly.
The council did not change allocations at the meeting but directed ongoing transparency: staff will provide the requested breakdowns, and the council asked staff to prioritize quick evaluation where bids have been received so Old Mountain Field and related park projects can move toward contracting.
