Clerk Owen Fletcher said the IT director had provided an initial cost estimate received that afternoon: about $45,000 for the full upgrade. Committee members and administration officials described the idea as promising but new and said they wanted time to vet options and potential funding sources.
"The top line recommendation or information we got…was $45 altogether," Clerk Owen Fletcher told the committee, adding that the matter needs technical review and that the finance committee's report is due to the full assembly on the 16th.
Deputy Administrator Ruby Harik said the administration had received the email about the idea earlier in the day and had not yet had time to vet the proposal. "It's a new idea and a new proposal," she said. "We haven't had time to vet it or respond."
Delegates suggested potential approaches to fund the upgrade, including drawing from miscellaneous contingency, IT budgets, or reserve accounts. Several delegates said the upgrade could benefit multiple county users and might pay back quickly in staff-time savings.
The committee directed the clerk and administration to pursue technical estimates and funding options so members can consider the proposal before the committee's report to the full assembly. No funds were approved at the meeting.
