The Richmond Town Council authorized the promotion of Corporal Jeffrey Vaughn to the rank of sergeant and stipulated that the promotion be effective retroactive to Dec. 20, 2024.
Chief Johnson asked the council to consider promoting Vaughn after the rank was vacated by the tragic death of Sergeant Michael Loring in October. The chief noted Vaughn’s leadership as officer-in-charge for traffic during the Washington County Fair and recommended the promotion as an administrative step that would allow the department to run a competitive promotion process for subsequent vacant corporal ranks.
A councilor moved to authorize the promotion, another councilor seconded, and the motion passed by roll-call vote with all listed members voting yes. The chief said he would arrange a brief departmental recognition at a later date.
