Town staff: $578,000 federal grant moving forward; environmental review under way for pavilion project

Town staff and consultants said the site-planning work could produce a concept plan this winter–spring, with construction drawings potentially complete by late spring or summer; bidding and procurement could allow construction to begin in fall 2025 if the environmental review and federal approvals proceed on the consultant's schedule. Consultants noted contingency items such as septic and drinking-water connections will require design and possible state approvals from DEM and other agencies.
Councilors asked staff to keep timelines realistic and to bring any permitting questions or budget changes back to the council. Staff said the pavilion design will rely on prefab elements to shorten construction time and that water and septic connections will be coordinated with Public Works and state permitting offices.
