The Richmond Town Council voted to convert the town clerk’s part-time assistant position to a full-time role and discussed moving municipal-court clerking responsibilities into the clerk’s office.
Town Clerk Erin described a sustained vacancy since October and an election workload that required absorbing heavy overtime and temporary help. Erin told the council her office “completely changed gears” for recent elections and that the increased, ongoing workload (voter registration processing, probate filings and election operations) made the additional full-time capacity desirable.
Council members expressed mixed questions about budget details and the lack of a formal cost analysis. Finance and staffing details discussed on the record included: the previously budgeted part-time hours (18 hours), the presence of a short-term temporary worker filling some election duties, and uncertainties about benefit costs that will vary based on the successful candidate’s selections. Councilor Dinsmore pressed for a cost analysis; staff responded that, because recruiting and benefit elections vary, a firm number will be known only after recruitment and that the position would likely not be filled until March–April under the current schedule.
Councilors also discussed municipal court revenue projections: staff said earlier internal projections by a former finance director indicated municipal court revenues could roughly offset operating costs, but no firm guarantee was presented. Staff described the municipal court as a trial initiative whose first-year net impact is uncertain given backlog and unknowns about caseload. The council voted to convert the assistant clerk position to full-time and to reallocate responsibilities within the town clerk’s office; the roll-call vote recorded one no (Councilor Dinsmore) and the remaining councilors voting yes.
The motion passed; staff were authorized to implement the reallocation and to post the full-time position. The council and staff agreed to monitor municipal court workload and reassign responsibilities if demand grows beyond initial expectations.
