Planning Commission approves three subdivision plats and final plat for Autumn Ridge Phase 2

The Planning Commission voted to approve three subdivision matters: a preliminary plat for Beckner Subdivision (four lots) off College Heights Road, a preliminary plat for Chestnut Valley Subdivision (15 lots) off Haertown Road, and the final plat and right-of-way dedication for Autumn Ridge Phase 2 (33 units) along Bristol Highway.

Miss Pudwin (staff) presented the Beckner preliminary plat, describing a four‑lot subdivision within existing R-3 zoning near the ETSU campus. Staff noted Lot 3 contains two existing structures with three units and that sewer extension to Lot 1 will be required at the developer’s cost. The commission found the plat met subdivision-ordinance requirements and voted to approve the preliminary plat.

For Chestnut Valley, staff presented a 15‑lot proposal in RP‑5 zoning adjacent to The Ridges golf-course development. The property is steeply sloped; the design preserves a rear open-space area and proposes seven shared driveways along Haertown Road. Staff recommended approval; the commission approved the preliminary plat and noted it must return for construction plans and final plat review.

For Autumn Ridge Phase 2, staff presented a final plat for a planned-unit development of 33 units on a common lot (RP‑3 zoning) and a dedication of approximately 1.277 acres of right-of-way. Sidewalks and roads had already been constructed and staff reported no bond was required because construction appeared complete. The commission approved the final plat and accepted the right-of-way dedication.

Each approval passed on roll call votes with all members present voting yes. Staff said the plats will proceed to the administrative steps required for recording and any required construction-plan reviews.
