Applicant Derica Smith said she currently operates an in-home daycare and has a waiting list; she said the proposed facility is intended to be a higher-quality childcare center serving working families. "I've been in business since 2019... I have over 15, 20 parents that's already on the waiting list waiting for me to open up the center," Smith said.
Staff explained a separate adjacent R-1 parcel originally shown as parking in the building-permit plans is not included in the special-exception approval; the applicant said she will not rely on that parcel for required parking and intends to proceed using the B-1 portion of the site only. Staff also clarified that special-exception approval (unlike a variance) is not hardship-based; the board may grant a special exception if it will not result in substantial adverse effects to adjacent property.
Board members noted the site sits near other commercial uses and observed the use is consistent with surrounding activity. No public opposition was recorded at the hearing. The board moved to approve the special exception; the motion carried and the applicant was advised to complete required state and municipal safety and licensing steps.
