Council questions planning-and-zoning budget lines: stenography, advertising and training

Councilors flagged several planning-and-zoning line items for closer review during the budget workshop, questioning whether the town should subsidize expenses that might be recovered from applicants.
Councilor Dan highlighted an office-supplies/uniforms request for department 11 and asked why the town should fund embroidered polo shirts when the item has repeatedly gone unspent. "It seems to me like we're not spending it, so I don't see why we even have it in the budget," Dan said.
Dan also raised a $6,600 line for stenography fees (line code 5220), saying, "Our fees, in my opinion, for the town when we have to use the phonographer should be covered through the application process. I don't think this expense should be paid for through taxation." Several councilors and staff agreed to verify whether statutory changes now requiring more public hearings have also created a fee recovery mechanism for those additional costs.
On advertising (line code 5226) and planning-board education and dues, councilors asked staff to produce a fee-versus-expense accounting and to return with recommended reallocations.
Direction: staff will confirm which hearing-related costs are reimbursable by applicants, provide actuals for the stenographer/advertising lines, and recommend fee adjustments to align applicant charges and municipal expense.
