Council awards $1.93 million bid to rebuild Coppell dog park; alternates include lights and turf irrigation

The Coppell City Council on April 8 approved a $1,932,114 contract to Cole Construction to rebuild the city’s dog park at McArthur Park, a project developed after two rounds of public design input and community surveys.
Staff and the project consultant told the council the new design responds to resident priorities collected in two surveys in 2023 and 2024, which ranked expansion of usable area, a large‑dog section, an all‑weather synthetic turf zone, improved irrigation and drainage, stronger fence and gate systems, shade structures and upgraded amenities.
The project went to bid twice: the first round produced three bids judged nonresponsive because of errors; the second round yielded nine bids with Cole Construction selected as the lowest responsible bidder and best value, staff said. The contract is under the project budget by about $668,000, according to staff. Two alternates are included in the award: perimeter lighting and irrigation in the all‑weather turf section. Staff said the city will return with any necessary ordinance updates governing operating hours and lighting.
Council members asked technical and operational questions. Staff said the project will include a perimeter mow‑band (concrete edging) to reduce turf mower damage to the fence line and that lighting and hours will be set to match other city facilities; staff later said the ordinance language governing park lighting would be clarified before installation. The selected contractor’s schedule was quoted at 180 calendar days with an anticipated early‑June start, putting substantial completion around December.
The council vote: Mayor Pro Tem Nevills moved to approve the award; Hinojosa Smith seconded. The roll call recorded Walker, Hinojosa Smith, Carol, Nevills, Prem Kumar and Matthew Hill in favor; none opposed. The project will next go to the Coppell Recreation Development Corporation board for approval on April 21. The project will be funded by CRDC sales tax proceeds rather than property tax revenue, staff said.
Ending: Staff said the design was developed to reflect community input and that the award allows the project to move into construction; staff will return with implementation details for lighting and final scheduling.
