West Central Nebraska Development District presented its final audit of Lincoln County’s American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF) on April 7, outlining awards to local nonprofits and the status of federal reporting.
The report, delivered by Edward Dunn, executive director, and Ashley Neiman, West Central project manager, said 18 organizations applied for county-administered ARPA funds; 14 were funded and four were denied. Neiman listed grantees and award amounts and said all awarded funds have been spent. She said the awards supported food pantries, youth nutrition, security equipment, childcare financial assistance and other pandemic-recovery services.
The audit matters because SLFRF carries federal compliance requirements and potential financial risk if reporting is incomplete, Dunn told the board. He and Neiman said West Central provided administrative and reporting support to the county to ensure projects complied with Treasury guidance and to reduce county staff burden.
Neiman gave the board itemized results for the funded organizations. Examples included: North Platte Catholic Community Food Pantry ($10,000 awarded, $0 remaining) and Salvation Army ($50,000 awarded, $0 remaining). Community Connections of Lincoln County Inc. received $45,000 (to subsidize childcare tuition up to six months for eligible families); Bridge of Hope Child Advocacy Center received $17,000 for cameras, prevention curriculum and emergency travel. Neiman said all awarded amounts have been expended and that, collectively, no ARPA funds administered under this round remain unspent.
Commissioners and county staff asked whether Treasury reporting had been filed. Neiman said she had not yet filed the federal reports. Dunn confirmed West Central had received necessary documents from county staff and established Treasury system access, and that the parties planned to use Treasury webinar guidance to complete the online reporting. Dunn and Neiman told the board the reporting deadline is April 30 (Eastern time considerations apply for close-of-business submissions) and that West Central would submit on Lincoln County’s behalf.
County commissioners and staff praised West Central’s role in administering grants and preparing reports, saying the arrangement freed county staff to continue core services while reducing compliance risk. Several commissioners noted West Central’s regional grants experience and prior work on a RAISE grant as reasons for the county partnership.
No formal vote was required on the audit presentation. Commissioners asked that county staff and West Central continue to coordinate and confirm the Treasury submission by the April 30 deadline.
The county asked West Central to provide completed reporting materials to county staff once filed and to keep commissioners informed of final submission status.
