Why it matters: The youth building project was already under construction. Baragar told the council that the purchase order issued earlier did not include furniture and certain IT and permitting costs; this ordinance authorizes the necessary additional spending from fund balance so the project can be completed.
Council discussion and vote: Deputy Mayor Dugo and Councilmember Diaz asked clarifying questions about what line items were included and whether further adjustments would be needed; Baragar said the furniture funds covered common-area furnishings, not specialty rooms such as the art room or kitchen, which had been covered by a separate grant. Councilmember Noble moved approval and Councilmember Tharpe seconded. The motion passed unanimously.
Implementation: The ordinance authorizes transfers from fund balance to two funds: the New Growth fund (to provide the $50,000 match for the Safe Street project) and the fund covering the youth building. Staff will proceed to issue purchase orders for furniture and IT and complete permitting work as necessary.
