Staff recommended conditional approval after the applicant revised plans following a prior postponement.
Staff presentation (case 2025009916) described the house as contributing to the Downtown and Eastside Historic District with the north and west elevations designated as primary. Staff said the project includes lowering the garage floor by about 2 feet so the distance from bottom of ceiling to bottom of grade would be approximately 8 feet, construction of a retaining stacked sandstone rock wall for the new driveway approach, and a 75‑square‑foot closet addition set back more than 10 feet from the primary façade. The applicant proposed a semi‑transparent wood‑grain stain for the new vertical‑plank garage door and proposed El Rey “ash” stucco to match existing finish; staff noted cementitious stucco is generally preferred for longevity where appropriate.
Applicant Daniel Strongwater said the addition will be wood‑frame, that the chosen El Rey Ash color matches the house and that the proposed semi‑transparent gray stain would allow wood grain to show while harmonizing with previously approved dark window frames. He said the skylight over the new enclosed portal is low profile, not a bubble skylight, and is shown in a “skylight visibility” diagram intended to demonstrate it would not be publicly visible from the streetscape; staff disagreed and recommended as a condition that any skylight must be non‑publicly visible.
Public commenter Stephanie Benonato said she had no objection to the portal enclosure but urged the board to avoid a visible skylight and expressed concern about the appearance of a large gray garage door and added stonework.
Motion and vote: Member Cherry moved to approve the application as revised with the following conditions: (1) relocate “Door A” to provide relief from the corner and maintain visual differentiation; (2) applicant to submit a color sample of the semi‑transparent gray stain to staff for approval to ensure it harmonizes with existing aged wood corbels; (3) any skylight must be non‑publicly visible from the street; and (4) revised drawings showing the door relocation must be submitted to staff for approval prior to permit. The motion was seconded by Member Aguilar Medrano and passed on a roll call vote (Yes: Cherry; Aguilar Medrano; Besheide; Degnan; Mather (vote recorded as yes); motion carried).
