Votes at a glance: Brook Park council adopts NOPEC grant acceptance, concrete purchase and parcel consolidation

Brook Park City Council on Tuesday approved a set of measures with brief council debate and roll-call votes. The actions below were taken under suspension of the rules where noted.

1) NOPEC energized community grants (Ordinance No. 11455-2025) The council adopted an ordinance authorizing the city to accept Northeast Ohio Public Energy Council (NOPEC) 2025 energized community grant funds and to take all necessary actions to accept the grant. The ordinance was passed under suspension of the rules. The clerk called the roll after a motion to suspend; the suspension passed and the ordinance was adopted. 2) Purchase contract for concrete (Ordinance No. 11456-2025) Council authorized the mayor to enter a contract with Best View Concrete for purchase of concrete and declared the ordinance an emergency. Members moved to suspend the rules and to adopt the ordinance; the roll call recorded all present members voting yes on suspension and adoption. The contract was presented as necessary to secure materials for upcoming public-works projects.

3) Parcel consolidation and lot split for Park Place Apartments (planning action consolidated into single legislative act) Council considered legislation to consolidate two parcel numbers at 14011 Brook Park Road (Park Place Apartments) into a single parcel and to subdivide that consolidated parcel into new lots (A, B and a rear sliver described in planning materials). After discussion about legislative form the law department recommended consolidating and processing the split as a single filing for efficiency. The council voted to suspend the rules and adopt the consolidated action; the motion passed 5-1. Roll call showed yes votes from Mancini, Scott, McCorkle, Roberts and Dufour and a no vote from Troyer.

Procedure and record All three items were processed as expedited measures; two were adopted under suspension of the rules and the parcel consolidation/split was adopted after suspension.
