Commissioners award county road surfacing and paving contracts to Hollow Contracting

Ravalli County commissioners approved awards for two road-construction contracts — aggregate surfacing and asphalt paving — at their April 7 meeting, awarding both to Hollow Contracting based on unit prices after public bid openings.
The action matters because the awards fund resurfacing and paving work on county roads including work described in the bids as for Honey House and South Sunset; commissioners and staff said they will include liquidated-damage language in the paving contract this year to encourage on-time completion.
County staff reported the bids were opened last week and recommended awards based on unit prices. A staff member noted one bidder listed a unit price of $3.18 per square yard for an item in the aggregate sub-bid. Commissioners moved and seconded the two awards on the floor and recorded the motions as carrying after votes.
Staff said the paving contractor performed work for the county last year and that weather delayed completion; commissioners and staff said the contractor has reported operational changes and additional crews available this season. Because of last year’s weather-related delays, staff said liquidated-damage language was added to the paving specifications "to kind of provide some incentive to get it done." A county staff member said the liquidated-damage provision is included in this year’s proposal and bid documents.
The board made the two motions on the record and took immediate voice votes. The record shows named commissioners casting affirmative votes during the roll call on each motion.
County staff will prepare the contract documents that reflect unit-price awards and the paving-specification language and will return the signed contracts for county execution per normal procurement procedures.
