Superintendent reports CTE growth, facilities study and potential Dillard calendar review

Superintendent Dr. Stover used the Jan. 13 board meeting to align routine updates with the district strategic plan and to highlight several items requiring board awareness or future action.
Stover reported that district Career and Technical Education credentialing rose to more than 70 percent — a marked increase from prior years — placing the district among the top performing districts in the state for CTE credential attainment. He noted recent student recognitions, including three Warhead High students qualifying as 2024 Adobe Certified Professional fall qualifiers who may advance to a national competition in Dallas.
Facilities planning and use studies were a second focus. Stover said the district had received a preliminary report from Cropper (Proper GIS) and that the facilities committee will review the report; the consultant will present findings at the Jan. 27 work session. Stover said county commissioners approved reclassifying several projects to pay‑go funding to reduce interest costs and accelerate safety‑lobby work at Rockingham County High School and other projects.
Stover also said he is considering whether Dillard Elementary should move from a year‑round calendar to a traditional calendar. He emphasized that no recommendation had been finalized and that staff would hold a parent session at Dillard on Jan. 22 to collect feedback. “We are thinking and exploring this and getting feedback,” he said. Any subsequent recommendation to the board would be made after those conversations.
Other operational notes included central‑office project closeouts (central roof and Lincoln), a robotics tournament volunteer request, and a new CTE high‑school planning process expected to begin next school year with initial cohort planning. Stover said staff would circulate the strategic plan to staff and publish a condensed public version and a data dashboard.
