The West Chester Parking Committee updated a resolution to add and remove handicap-parking locations and discussed neighborhood permit adjustments and short‑term rental parking compliance.
The committee reported three additions to the handicap‑parking resolution, covering 527 East Bernard, 707 East Bernard (Hoops Park) and 508 East Minor Street; one previously requested space was removed at the original applicant’s request. A committee member asked whether Hoops Park should have a handicap spot in both the top and bottom lots; staff said they would specify one in each lot for the work session update.
Residents raised a request about the Gay Street (formerly Hanham) lot where county‑leased red permit spaces were painted to reserve county employee parking. One resident asked staff to move eight of the county permit spaces toward the Hanham Avenue side so nearby residents—named in comment as Dorothy, Alice and Mister Green—would have parking closer to home. The director responded that staff could make the change, noting previous space allocations had moved permit spots when some vehicles appeared abandoned. The committee also said existing chapter 104 changes under development could add clearer rules for abandoned or inoperable vehicles in lots (for example, specifying handling of broken-down cars in lot versus on-street) and that staff would include related parameters in a future update.
On short‑term rentals, the committee confirmed approximately 10 short‑term rental approvals had passed through zoning. Staff reported that only one or two properties were required to provide dedicated parking as a condition of zoning; those properties provided the required parking and staff will confirm continued compliance with Colonial Parking where permits were used.
Ending: Staff will update the handicap‑parking resolution wording to clarify locations (including specifying Hoops Park top/bottom lots if appropriate), adjust permit-space placement in the Gay Street lot to address nearby resident needs, and confirm parking permit arrangements required for short‑term rentals.
