Brewfinity: Staff presented a proposed 2025 schedule for Brewfinity events, which include Wagner Park and Springdale dates paired with pickleball programming. The council approved the schedule; Brewfinity has an existing storefront in the village and operated food/beverage services during 2024 park events after Winnebago ceased operations.
Balmer Park backstop and dugouts: The city budgeted $40,000 for the backstop and fence. Bids were received; the low qualified bid of $25,950 was accepted. Because of the savings, staff proposed pouring concrete bases in the dugouts to reduce mud and improve maintenance, which would still leave $5,355 under budget. Council approved using savings to add the concrete bases.
Inclusive playground and Garrison Splash Pad: Staff and the city’s consultant solicited competitive bids. The lowest qualified bidder was LevelUp Construction at $530,536.01; staff recommended acceptance including an additional contingency of $56,053.60. The council approved awarding the contract and authorized the contingency reserve. Staff said work could start as soon as next month, contingent on procurement and scheduling.
Fiscal notes: The Balmer Park item will use existing budgeted funds and the playground/splash pad bid falls within previously authorized allocations; staff said accepting lower bids and alternates now captures favorable pricing that may not be available later.
Implementation: Parks staff will coordinate ordering and installation; the dugout concrete pour will be scheduled with vendor availability. The playground/splash pad timeline depends on lead time for equipment and soft surface installation.
