Richmond Public Schools staff presented a facilities condition assessment and described steps taken to address urgent safety and working‑condition concerns raised by facilities and fleet employees.
Administration said the division commissioned a full facilities condition assessment that identified a large volume of deferred maintenance across schools. Staff highlighted five elevators as an ADA priority — Armstrong High, John Marshall, RTC (north and south), and one additional school — and said they plan to use available ADA funds to replace those elevators and install a ramp at Westover Hills. The administration indicated each elevator replacement is costly (staff cited a per‑unit figure of about $200,000 during the presentation) and said procurement and quote processes are underway for large ticket items.
Separately, fleet garage staff who previously raised concerns about fire hazards, ventilation, drainage and emergency exits told the board they had seen rapid response from facilities. Mechanic and union steward Alphonse Blunt thanked the board and administration, saying facilities staff inspected and began repairs following prior public comments.
Board members asked for access to the assessment photographs and for a clear list of encumbered and unencumbered funds that could be redirected to near‑term needs. Administration said it would provide a board memo with outstanding procurement steps and invoice timing.
Ending: Staff will follow up with a detailed memo on procurement status, outstanding quotes, encumbered money, and timelines for elevator and ramp work.
