Votes at a glance: Belleville council approves claims, ordinances, reappointments and a workers' compensation settlement

The Belleville City Council completed a number of largely procedural but consequential votes at its April 7 meeting, including approval of claims and several ordinances, reappointments to boards, a use agreement for a downtown arts group and a workers' compensation settlement.
Claims and payroll: Council approved claims and disbursements totaling $12,498,320.47 and payroll amounts listed in the packet (including entries of $1,014,454.47 and $1,025,360.37). Finance director Jamie Matret explained the large claims total included a check to Saint Clair County for about $9,000,000, representing a 50% surplus for TIP 3 that was required to be returned to the county.
Ordinances and zoning: The council read and approved several zoning ordinances by title, including ordinances tied to the Zoning Board of Appeals cases earlier on the agenda. One ordinance (9372-2025) was approved as amended; council approved the set by roll-call vote.
Appointments and agreements: The council reappointed Christina Schmeetling and Chet Bretzweiser to one-year terms on the Historic Preservation Commission and reappointed Tom Dingus to a two-year term on the Police Pension Board. Council also approved a use agreement allowing Gateway East Artist Guild to use 30 Public Square for specified periods in April and later in the summer; the mayor noted additional May–June use by “Ardo Square.”
Claims for fuel and other payments: The council approved motor fuel claims totaling $39,326.09.
Executive session and settlement: The council moved to an executive session to discuss pending or probable litigation under 5 ILCS 120/2(c)(11). After open session resumed the council approved a workers' compensation settlement in the amount of $27,140.02; the motion passed on roll call.
Minutes and routine business: The council approved the March 17, 2025 minutes and carried several routine motions by voice vote.
The actions recorded at the meeting will be reflected in the official minutes and individual departments will proceed with implementation where required.
