Kelly Rourke of 1526 Crane Street told the board the young woman stayed with her previously and speaks English well. Rourke said the student is participating with an accredited organization, EF High School Exchange Program, and that the exchange program needs a signed agreement. "She's a really polite girl, well behaved," Rourke said. "She really wants to come back for an entire school year to experience American high school."
Board members and staff said someone would follow up with Rourke after the meeting; no formal action was taken during the public‑comment period.
