Administration presents $15M-plus Boyertown Elementary HVAC and roof project; CHA outlines two-summer timeline

The board heard a detailed presentation from CHA/Dewey project lead Jamie Lynch on a recommended mechanical and roofing project for Boyertown Elementary School that would replace aging unit ventilators with a variable-refrigerant-flow system, repair/replace the roof, and replace old switchgear and a noncompliant emergency generator.
Lynch said the team studied multiple HVAC options and recommends a VRF system with a modern building-management system to replace the pneumatic controls; he also proposed upgrading the electrical switchboard and relocating or upsizing the generator to move life-safety systems to a new exterior generator. Lynch described the proposed roof as EPDM with a bid alternate for TPO and said existing metal mansard roofs are currently in acceptable condition and were included in the bid only as an optional line item.
He presented a planning and construction timeline that completes design in 2025 and divides construction into two summer seasons (summer 2026 and summer 2027) to minimize disruption to occupied school operations. Total all-in project budget presented to the board was "just over $15,000,000," broken into hard costs, soft costs, roof, generator, big-box spaces and switchgear.
The consultant described typical project controls: competitive public bidding in accordance with Pennsylvania law; a resident project engineer (RPE) provided by the consultant to oversee contractors on-site; third-party testing and balancing (to be contracted directly by the district); and regular schedule updates, monthly payment review and retainage for contractor payments.
Board members asked about cold-weather backup capacity for heat pumps, contractor testing and balancing, the RPE role and independence (Lynch said the RPE and third-party testing firm would serve the district), site safety oversight, procurement lead times (switchgear and generators may require longer lead times) and payment/milestone processes. Lynch said manufacturer reps, third-party balancers, and resident engineers would document testing and hand over manuals and submittals to the district at project closeout.
Administration indicated the proposed professional-services agreement with CHA will be presented to the board for action at the April 22 legislative meeting.
