City manager outlines Memorial Drive reconstruction timeline and says water-service-line inventory now DNR-compliant

City Manager provided a detailed update on large infrastructure projects and utility compliance during the April 7 council meeting, saying the Memorial Drive reconstruction is a roughly $6 million, state-funded project with planned detours and bridge work and that the city's water-service-line inventory has been revised and is now compliant with Department of Natural Resources requirements.
City Manager said contractors will mill 2.5 inches of asphalt on the drive in the coming week and that London Construction is scheduled to start work on April 21 with an expected four-week full closure of the Washington Street Bridge. He said the goal is to complete detouring of Highway 42 before the Memorial Day weekend, although paving and some work will continue into June with intermittent lane closures.
The manager described the full project as about $6,000,000 and stated it is fully funded with state dollars. He also said the project will include removal and replacement of plantings along the Lake Michigan side of the roadway and culvert replacements at stormwater discharge points.
On the water utility, staff reported that a previously submitted service-line inventory had not met DNR formatting requirements and had been classified as an operational violation by the EPA, prompting a mailed notice to customers. A revised inventory was submitted in March, and the city said it received word that the inventory is now in compliance with EPA requirements and accepted by the Wisconsin DNR.
City staff said the connection moratorium on utility accounts lifts April 15 and encouraged customers to contact customer service for extended-payment options or assistance programs.
Ending: The council was told the three-block reconstruction project for East Side streets will return on April 21 for a public hearing on proposed special assessments and possible contract approval; an engineering informational meeting for affected residents was planned the same day.
