Council members reviewed two contractor estimates for extending Gun Club Road and discussed a lower‑cost alternative using city crews to place asphalt to the ball fields.
Officials said a full build — curb and gutter, storm sewer and a 40‑foot roadway from the new ball‑field parking to old Highway 77 (1,100–1,200 feet) — was estimated at about $380,000. A shorter option from Grant to Gun Club Road (approximately 700 feet) using a 35‑foot width was estimated at about $284,000.
Public works staff described a lower-cost interim option for a hard surface on North Third Street that would not include curb, gutter or storm‑sewer work: the city could use its own crews to lay hot mix asphalt for roughly $20,000. Staff said that lower-cost surfacing would reduce dust and maintenance and could be done in a few days, with typical short closures during paving lifts.
Pay and financing: Council members discussed whether TIF funds could cover the cost and were told the original TIF designation did not include the full scope and so this work would come from city funds or other savings; no funding source was committed at the meeting. Officials also noted the housing development contract includes timing requirements (a November 1 deadline for the back project) and said the contractor might request an extension.
Action taken: Council directed staff to prepare a change order tied to the existing development contract for the full extension (to be presented at the next council meeting) and agreed that the city crew option could be used on the shorter North Third Street segment if the council later approves it. No contract was signed at this meeting.
Ending: Staff will prepare the change order and a formal proposal for council approval at the next meeting; no vote or appropriation occurred at this meeting.
