Committee keeps Miami Beach parking impact fee unchanged and asks for land‑use review

City planning staff told the Finance and Economic Resiliency Committee on March 26 that Miami Beach’s fee-in-lieu for off-street parking remains $40,000 per space and that, although a current garage construction cost would suggest a $55,000 per-space one-time charge when adjusted for CPI, the administration does not recommend raising the fee.
Staff said few developers opt to pay the one-time fee, and increasing it would raise the annual fee-in-lieu (2% of the one-time rate) in ways that would particularly affect smaller businesses. Planning staff also noted Miami Beach has not comprehensively updated its off-street parking requirements since 1989.
Commissioners voiced concerns that existing minimum parking rules may be “over‑parking” developments and discussed incentives to reduce required spaces, encourage shared parking, or boost transit and walking. Several commissioners suggested referring a broader review of off-street parking rules and related incentives to the Land Use Committee. The committee recorded a favorable recommendation to return the fee item to the City Commission with the administration’s recommendation to maintain the current fee level and moved to refer a broader parking and LDR review as a separate land-use referral.
