The Destin City Council completed multiple formal votes April 7. Below are the key approved items and short outcomes:
• Ordinances and land‑use actions — Several ordinance readings and abandonment items were considered. Ordinance amendments moving building/contractor provisions from the LDC into the Code of Ordinances (ordinances 25‑01‑LC and 25‑02‑CC) passed first reading and will return for second reading on April 21. An ordinance creating a separation‑exception for certain 501(c)(19) veteran‑benefit organizations (ordinance 25‑09‑LC) passed first reading. Two related Pine Ridge Trace abandonment items (24‑05‑CN and 24‑16‑CN) were on the agenda; council approved the matters with recorded abstentions from members who identified property‑ownership conflicts. Where recorded, staff noted abstention reasons on the official roll. (See clerk’s minutes for vote‑by‑name.)
• Procurement and contracts — The council authorized staff to negotiate a construction contract with BGN for the pickleball project (bid total $686,070.90 including alternate). Staff will return the negotiated contract to council for formal award. Council also approved issuing or advancing other procurement actions on the consent agenda unanimously.
• Workshops, master plan and RFPs — Council directed staff to schedule a workshop on the city master plan (SRS master plan) for a June timeframe and to return options. The STR Compliance Solutions RFP was postponed to the next meeting after council requested a report from the Clerk of Court comparing county collection capability with private vendors.
• Traffic and safety resolutions — Council asked staff to prepare a resolution supporting a closure/modification of the U.S. 98 / Stalman Avenue crossing and authorized the mayor to forward the resolution to county and FDOT partners; the purpose is to enable incorporation into an FDOT resurfacing project. Council also directed staff to pursue lane‑delineator improvements on the Airport Road right‑turn lane to discourage dangerous lane‑crossing maneuvers.
Votes were taken by voice or roll call as noted in the official minutes; where council members had potential conflicts, staff recorded abstentions for the public record.
