The city council voted April 7 to postpone issuance of the requested proposals (RFP) for a third‑party short‑term‑rental (STR) compliance manager until the next meeting, to allow follow‑up with the Okaloosa County Clerk of Court.
Staff described an anticipated program that could add roughly 4,000–5,000 units when condominiums are included and said industry research suggests third‑party management could cost about $50 per unit per year to administer. Staff also presented a preliminary revenue example using a registration fee in the $300 range and noted an approximate $1.2 million in potential annual revenue was a working estimate if fees and collections performed as modeled.
Councilman Bagby reported he had scheduled a meeting with the Clerk of Court to review the county’s existing bed‑tax remitter lists and enforcement tools; the Clerk collects bed tax and uses automated crawlers to identify non‑remitters, the council was told. Bagby and other council members said they wanted that information before asking the council to select a private contractor.
Council voted to delay the RFP to the next meeting so staff can report back with Clerk of Court feedback and additional procurement options.
