Planning Commission defers specialty retail SUP, advances site plans and zoning map change

The Fluvanna County Planning Commission met April 8 and voted on multiple land-use and procedural items, including deferral of a proposed specialty retail store special-use permit, approval of a primitive campground recommendation, and acceptance of three site-development sketch plans and associated sidewalk-waiver requests.
On the specialty retail store (SUP 2501) — a proposal to reuse an existing building for a specialty retail store selling hunting and fishing supplies — the commission heard questions about traffic, signage and neighbor outreach. Planning staff said the existing entrance had been upgraded for a previous use and that VDH and VDOT reviews would be required if the permit moved forward. Commissioner Miss Morgan moved to defer the item so staff and the applicant could reach out to the neighborhood; Commissioner Lagomacino seconded. The motion for deferral to the May meeting passed, 4-1.
The commission recommended approval of SUP 2502 (the primitive campground on the James River) with conditions (see separate article). The motion passed 5-0.
The commission accepted three site-development sketch plans with sidewalk-waiver requests and recommended them to proceed: SDP 2502 (Tupelo Living Trust — industrial warehouse buildings on ~12.7 acres), SDP 2504 (TLP Construction — contractor storage yard on a 4.2-acre industrial parcel), and SDP 2505 (Dominion Energy — coal combustion residuals landfill and support structures on approximately 220.9 acres). Planning staff said technical-review comments were limited and primarily focused on coordination with the Virginia Department of Health and applicable fire/safety code requirements. The Planning Commission approved each sketch-plan acceptance and the sidewalk-waiver requests by 5-0 votes.
On procedural items, the commission voted 5-0 to advertise a public hearing for a zoning-text amendment (ZTA 2505) that would name the county’s GIS map as the official zoning map and to approve amendments to the Planning Commission bylaws clarifying public-hearing advertising and remote participation (including caregiver and disability language consistent with Virginia code). The commission also reviewed a draft comprehensive-plan citizen survey and recommended distribution at select county locations and online.
Motions and vote tallies from tonight’s meeting were recorded as follows. Commissioners and staff used the planning packet’s conditions and the technical-review committee comments as the basis for approvals and deferrals.
