La Porte council approves housekeeping resolutions, bank adjustments and fund transfers in voice votes

La Porte Common Council members voted on a series of routine administrative resolutions and budget transfers during their April 7 meeting.
The council approved a resolution to write off an insufficient funds check from Kelly Roofing and More, LLC for $50 related to a 2021 roofing permit (1006 Greenway Street). Clerk Treasurer Park Thune said the city had made extensive collection efforts and worked with the La Porte County Prosecuting Attorney's bad-check division before asking the council to authorize the write-off.
Council members then approved a bank-reconcilement adjustment requested by the clerk treasurer to clear long-standing small variances dating to 2023 and 2024. The requested one-time adjustments totaled $71.54 in the general fund and $55.01 in the credit-card clearing account (combined $126.55). The clerk treasurer said the State Board of Accounts reviewed the issue and recommended a one-time adjustment.
The council also declared two bond-proceeds funds dormant and approved transfers into related debt-service funds. The first resolution closed Fund 4417 (Remediation bond proceeds) and authorized transfer of $62,208.31 into Fund 4445 (Redevelopment TIF 1) to be applied to debt service. The second declared Fund 4413 (GO 2012 refunding bond proceeds) dormant and authorized transfer of $8,309.58 into the 2020 GO refunding bonds 2012 debt-service fund.
Finally, the council approved a resolution transferring line-item appropriations within several 2025 department budgets to cover increases in liability insurance, workers' compensation and other operating needs. The transfers included adjustments in General Fund departments, the Transit fund, the Business Improvement District and coronavirus-local funds. Council members said the moves were routine and intended to ensure departments could meet obligations.
All of the resolutions described above were introduced, seconded and approved by voice vote during the meeting; the clerk treasurer and council members confirmed statutory requirements and that the adjustments were administrative housekeeping.
Ending: The votes were routine, clerical and procedural adjustments intended to reconcile accounts and move dormant bond proceeds back into debt-service funds; no new policy or program funding was created by these motions.
