Hot Springs to seek $500,000 state grant for Stokes Creek Greenway Phase 3A

The City of Hot Springs will apply for a $500,000 Arkansas Transportation Alternatives Program (TAP) and Recreational Trails Program (RTP) grant to build Phase 3A of the Stokes Creek Greenway, Grants Coordinator Sarah Delozier told the board at its April 15 agenda meeting.
Phase 3A would begin at the southern end of Phase 2 at McLeod and Leonard streets and extend about a half mile west along the creek toward Aviation Plaza, with a future eastern spur to connect to Hot Springs World Class High School at Panama and Emery streets, Delozier said.
Delozier said the city will request $500,000 from the state program and anticipates a required 20% local match of $125,000 plus a 1% administrative fee of $6,250, for a total city contribution of $131,250. She said Phase 1 is fully funded and expected to begin construction this summer and Phase 2 has been awarded but awaits execution of the grant agreement. The TAP/RTP applications were due April 30, 2025.
Delozier said the city intends to rank Phase 3A as its top project in the current ARDOT funding round and noted staff will supply maps and supporting materials in the board packet. Mayor and board members asked clarifying questions about whether the application is for construction (Delozier said it is) and the segment length (she said about half a mile).
The agenda meeting did not include a formal vote on the grant application; the item will be formally considered at the board’s regular meeting next Tuesday evening.
