Polling and finance: Consultant Team Civics presented survey results showing about 50% likely support for a measure framed as a 5¢ per building square foot levy, and higher support (about 55%) when tested at a 2¢ per square foot levy. The consultants and the Friends of the Truckee Library said a well‑funded and well‑run campaign could move support above the two‑thirds threshold required for a special tax. The Friends reported private fundraising momentum, a $1 million private pledge and $450,000 in additional commitments, and a capital campaign feasibility range of $7–$12 million. The Friends plan to raise an estimated $100,000 to hire campaign consultants and lead the voter outreach.
CFD boundary and costs: The proposed CFD boundary covers the Truckee Fire Protection District and North Star Community Services District, the area the JPA considers the library service area. Staff identified an estimated county cost for CFD formation and for placing the measure on the November ballot (approx. $106,000–$106,250), and said those funds had been set aside in prior board actions ($150,000 had already been transferred to the JPA in an earlier step).
