The Historic Preservation Commission voted to establish a designation committee to research nominations, pursue local designation and coordinate outreach. The motion passed by show of hands; membership was finalized to include Doctor Robinson, Doctor Bailey and Carol King (transcript names and motions recorded during the meeting).
Staff described a recent incident in which a National Register property was placed on a city demolition list and nearly proceeded without early notice to preservation officials. Warren, a staff member, said the city’s permitting system currently flags locally designated historic properties but did not flag National Register properties, creating a gap: "The first thing we're going to do is make sure that all the National Register properties are flagged as well," Warren said. He said that while flagging would create earlier review, a building official's determination that a structure is unsafe can still require demolition under city procedures.
Sean told the commission the designation committee’s first priorities will include comparing National Register listings against the city’s local register and pursuing local designations for eligible properties. Staff said they will prepare priority lists, pursue nominations for properties already on the National Register but not yet locally designated, and pursue demolition-by-neglect enforcement where appropriate.
Members discussed whether local designation should automatically follow National Register listing; staff said some municipalities automatically add properties to local registers but that Montgomery’s process would require a commission recommendation to city council. Commissioners asked for ordinance changes and code alignment to streamline protection when appropriate.
The designation committee will meet with staff to set priorities and report back to the full commission.
