She said China is a major enabler of Russia in the war and asserted, citing the president’s remarks, that China provides a large share of the dual-use items Russia needs to sustain the conflict.
The spokesperson said continued cooperation between China and Russia “will only further contribute to global instability and make The United States and other countries less safe, less secure, and less prosperous.” She did not provide new U.S. intelligence or operational details linking China directly to particular combatants in Ukraine and called the reports “disturbing.”
